Probably the NAT used on the client side and/or on the server side is not compatible with SoftEther NAT-T.

To use UPD NAT-T protocol the remote server must be a hostname in softether.net domain like xxx.softether.net

UDP over DNS and NAT-T has been added in the new version 1.01.29.

Android can use PIA VPN without issue. Probably this VPN uses another port and/or the TCP protocol. Router logs don't show the android trying to connect.
