Anyway is very strange because until now you are the only user with this kind of problem.

I just made some tests about the quick tiles and on my side all works as expected.
Please, try to remove the quick tile and then add it again

Most probably the huawei ROM has a custom settings to grant to the app the permission to start at boot-up.
Please, try to search on google Huawei autostart manager

Android not allow to use the VPN through tethering.
Maybe you can find some workaround on Google, but surely it require root access because the workaround must change iptables/advanced routing configuration.

On the server side it should be called like EAP Microsoft: Smart card or other certificate
