Download throughput is terrible

I was using OpenVPN Client (Ver 3.00.07) in a restaurant public wifi. I tested throughput using the Speedtest by Ookla app. Download speed was reported at 9 Mbps. I turned OpenVPN off and retested. Download was 116 Mbps. I was prepared for a 10-20% throughput "cost", but not a 95% decrease! What is wrong, please?

It is not easy to give an answer because the reasons can be many.
For example:

• the VPN provider bandwidth was not enough

• the restaurant's network and / or Internet provider use traffic shaping rules to limit the use of some ports / protocols
