try to update your android version or ask your vpn provider service that they provide the service with your android version or not?

I m also doing it though as i m also facing the same prob..

Please, try to follow these steps:
  • edit the VPN profile
  • tap on "App filter"
  • set the mode to "The VPN can be used by any apps, except for the following apps"
  • add the Google Play Store app to the list
  • save the changes
