Transfer license to another account

Hello!
I've bought a non-expiring license to the VPN Client several years ago (because I needed the TAP support) and use it all the time with no problems, it works like a charm.
BUT several months ago one crazy dictator decided to invade the neighbouring country, and now Google Play suspended all the paid apps in Russia.
So I cannot update the app neither install it to the other device.
BUT I also have a Google account registered in England.
So my question is: is it possible to transfer my license from one account (Russian) to another (British)?
Or should I buy the second license?

I am very sorry but unfortunately it is not possible to transfer licenses between two accounts.
The only solution is to purchase a new license.
