Hello
you can use a socks proxy between the client and the server to establish the VPN connection (OpenVPN, SSTP, SoftEther, OpenConnect)

I suggest considering ShadowSocks as an alternative to the SOCKS protocol. It offers similar functionality with the added security of encryption.
