Thanks for using the app.
I'm sorry, but Android doesn't allow sharing the VPN with tethered devices.
You can read the topic Share VPN connection throught hotspot that addresses the same issue, but I'll warn you that I've never tried any of the suggested solutions.

The issue has been fixed in the new release 1.02.14

theoretically no, but there is still a possibility that the app will be stopped by an external event, for example if there is insufficient memory, Android could stop this or other apps.
